Once all paint materials are removed all rust must also be dealt with either by sandblasting or chemical means. Welding new metal to rusty metal is not fun and will not give satisfactory results. Old metal must be clean and rust free. If it is red, clean it. On exterior panels, use low pressure only (80 psi or less), blasting pitted areas only as necessary to have clean for metal repair and then initial primer work. Before primer, body must be washed with a wax and grease remover or lacquer thinner and surface should be scratched with 80 grit sander or disc. On floor boards and inner body panels, you can use higher pressure, but be careful because sandblasting will stretch metal and create much more work or can ruin the body.
